16th Combined Commanders’ Conference (CCC)

Prime Minister Narendra Modi on 15 September reviewed the security situation and operational preparedness of the Armed Forces at the 16th Combined Commanders’ Conference (CCC) held in Kolkata, West Bengal.

Focus on Operation Sindoor and Future Warfare
The Prime Minister was briefed on operational readiness in the backdrop of the “new normal” shaped by Operation Sindoor. Discussions also covered the evolving nature of warfare, with emphasis on emerging technologies, cyber capabilities, and new tactical doctrines.

Year of Reforms in Defence
Calling 2025 the ‘Year of Reforms’ in defence, the Prime Minister directed the Ministry of Defence to accelerate measures to strengthen jointness among the services, promote Aatmanirbharta (self-reliance), and foster innovation to tackle future security challenges.

Review of Progress and Next Phase
The conference also took stock of reforms carried out in the last two years and laid out the roadmap for the next phase of transformation in defence preparedness and force integration.

About the CCC
The Combined Commanders’ Conference is the highest-level forum for dialogue between the country’s top political leadership and the military. Held once every two years, the 2025 edition was themed ‘Year of Reforms – Transformation for the Future’, underscoring the push towards modernisation and long-term transformation of the Armed Forces.
