Aadi Karmayogi Abhiyan

The Union Ministry of Tribal Affairs has officially launched the Aadi Karmayogi Abhiyan, a major initiative to institutionalize grassroots leadership and improve last-mile service delivery in tribal areas across India. The program was launched on August 19, 2025, and is envisioned as the world’s largest tribal grassroots leadership program.

Key Objectives and Implementation

The core objective of the Abhiyan is to build a cadre of over 2 million tribal change leaders. These leaders, including ASHAs, Anganwadi Workers, PRI members, and youth volunteers, will serve as catalysts for responsive governance. The initiative is expected to reach over 1 lakh tribal villages and engage more than 20 million stakeholders across 550+ districts.

The program’s implementation is based on a structured training model through Process Labs at the State, District, and Block levels. These labs train master trainers who, in turn, equip frontline workers and volunteers. The curriculum focuses on responsive governance, grievance redressal, and citizen engagement.

Central Components and Impact

  • Adi SevaKendras: These will be established as one-stop centers in every tribal village to provide a single point of service delivery for citizens. They will host “Seva Hour” (weekly grievance sessions) and “Seva Day” (monthly service delivery drives) to address local needs.
  • Village Vision: Every tribal village will be supported in developing its own Village Vision and implementing it through a convergence of various government schemes.
  • Real-time Documentation: The initiative ensures real-time documentation of grassroots innovations, community feedback, and local success stories, which will be aggregated to inform future tribal development policies.

The Aadi Karmayogi Abhiyan is aligned with the vision of Viksit Bharat 2047 and is a key component of the broader Dharti Aaba Janjatiya Gram Utkarsh Abhiyan, which aims for the holistic development of tribal communities. Initial regional process labs have already been conducted in various parts of the country, with officials from states like Sikkim, Assam, Mizoram, Nagaland, and Odisha participating to prepare for the program’s effective rollout.
