BEL and Safran Sign Joint Venture Agreement to Produce HAMMER Weapon System in India

Bharat Electronics Limited (BEL) and France’s Safran Electronics and Defence (SED) signed a Joint Venture Cooperation Agreement on 24 November 2025 in New Delhi to manufacture the HAMMER Smart Precision Guided Air-to-Ground weapon system in India.

  • Follows earlier MoU: The agreement builds on an MoU signed during Aero India 2025. The JV will be set up in India with a 50:50 shareholding structure.
  • Local manufacturing and support: The new company will focus on the localisation, manufacturing, supply, and maintenance of HAMMER systems for the Indian Air Force (IAF) and Indian Navy.
  • Indigenisation target: Indigenous content will progressively increase to nearly 60%, covering sub-assemblies, electronics, and mechanical components.
  • Phased production transfer: Production responsibilities will shift to India in phases. BEL will oversee final assembly, testing, and quality assurance.
  • About HAMMER: The HAMMER (Highly Agile Modular Munition Extended Range) is a combat-tested precision-guided weapon, known for its high accuracy, modular design, and compatibility with aircraft such as the Rafale and LCA Tejas.
