‘Blue Book’ Protocol

The Government of India has sought a response from the Government of West Bengal over alleged violations of protocol during an official visit of Droupadi Murmu, the President of India, to the state.

The issue arose after President Murmu, during her visit on March 7, 2026, expressed disappointment with the state administration over changes in the venue of the International Santal Conference in Darjeeling district and the failure to follow the prescribed protocol while receiving her at the event.

Convention on Receiving the President

While it is not mandatory for a Chief Minister to personally receive the President during a visit to their state, established convention and courtesy require that if the Chief Minister is unavailable, a minister should be nominated to receive the President on behalf of the state government.

The ‘Blue Book’ Protocol

Protocol for visits by the President, Vice-President and Prime Minister is governed by the ‘Blue Book’, a confidential document prepared by the Ministry of Home Affairs.

The Blue Book lays down detailed rules regarding security arrangements and ceremonial protocol for the President, Vice-President, Prime Minister and their families.

  • The document is periodically updated by the Union Home Ministry.
  • Each copy is numbered and circulated to authorised officials.
  • At the district level, the book is kept in the custody of the District Magistrate.

Officials note that the provisions of the Blue Book are stringent, and even minor deviations from the prescribed protocol can trigger multi-level inquiries to examine lapses in security or official procedure.
