Cabinet Approves Urban Challenge Fund to Boost City Infrastructure

The Union Cabinet has approved the launch of a ₹1 lakh crore Urban Challenge Fund (UCF) to accelerate market-led and reform-driven urban infrastructure development across India.

The initiative aims to transform India’s urban development strategy by shifting from grant-based funding to a market-linked, outcome-oriented model.

Key Features of Urban Challenge Fund

The UCF will operate from FY 2025–26 to FY 2030–31, with a possible extension till FY 2033–34.

Under the scheme:

  • Central Assistance will cover 25% of project costs.
  • At least 50% of funding must come from market sources such as municipal bonds, bank loans and Public–Private Partnerships.
  • The remaining share will be contributed by States, Union Territories and Urban Local Bodies.

The initiative is expected to leverage nearly ₹4 lakh crore in total urban investment over five years.

Focus on Reform-Driven Urban Growth

The Urban Challenge Fund aims to promote:

  • Resilient and climate-responsive cities
  • Inclusive urban development
  • Improved municipal governance
  • Greater private sector participation

Projects will be selected through a transparent, competitive challenge-based process to encourage innovation and efficiency.
