Centre launches Bank Dashboard, Manual to reduce risk in handling Govt funds

The Controller General of Accounts (CGA) on 27 February unveiled two major initiatives — the Government Bank Dashboard and the Government Bank Manual — aimed at enhancing governance, transparency, and operational efficiency in banks handling government transactions.

The CGA functions under the Department of Expenditure, Ministry of Finance.

Government Bank Manual

The Government Bank Manual provides a comprehensive and standardised framework for banks conducting government business.

It clearly lays down:

  • Operational procedures
  • Reporting obligations
  • Reconciliation timelines
  • Compliance requirements
  • Service-level standards

The manual is expected to streamline processes and ensure uniformity across banks managing public funds.

Government Bank Dashboard

The Government Bank Dashboard introduces real-time, data-driven monitoring of critical banking functions related to government transactions.

It tracks key performance indicators (KPIs) such as:

  • Remittance timelines
  • Scroll compliance
  • Reconciliation status
  • Transaction success rates
  • Adherence to service-level standards

This digital monitoring system is aimed at improving accountability and ensuring timely financial reporting.

About the Controller General of Accounts (CGA)

The Controller General of Accounts is the Principal Accounting Adviser to the Government of India.

Institutional Role

  • Functions under the Ministry of Finance
  • Heads the government’s accounting organisation
  • Responsible for establishing and maintaining a technically sound Management Accounting System

Key Functions

  • Prepares monthly and annual analysis of: Expenditure, Revenues, Submits to Parliament:

These are presented under Article 150 of the Constitution of India, which empowers the President to prescribe the form of accounts of the Union and States.

  • Also prepares an MIS report titled ‘Accounts at a Glance’, circulated to Members of Parliament.
