COP30 Launches Integrated Forum on Climate Change and Trade (IFCCT)

At the 30th Conference of the Parties (COP30) to the UNFCCC, an Integrated Forum on Climate Change and Trade (IFCCT) was formally launched on 15 November. The forum aims to address the increasingly contentious overlap between trade policies and climate ambitions.

Purpose of the IFCCT

  • Positioned as a central pillar of the COP30 Presidency’s Action Agenda.
  • Designed to be a permanent, politically backed, non-negotiating space.
  • Allows countries to openly discuss:
    • Climate-related trade measures
    • Impacts on development
    • Concerns over fairness and competitiveness
    • How climate ambition aligns with global trading practices

Consultation Process into 2026

  • The IFCCT will begin with an open-ended consultation process extending throughout 2026.
  • Countries are invited to help shape:
    • The topics the forum should address
    • The scope/jurisdiction of the forum
  • First consultations to be held in Geneva, December 15–19, symbolically placing climate–trade dialogue within the multilateral trading system.

Role of Major Economies

  • Participation by major trade actors such as the European Union (EU) and United Kingdom (UK) will be crucial.
  • Their involvement could:
    • Help restore trust among developing nations
    • Shift the narrative around controversial measures like the EU’s Carbon Border Adjustment Mechanism (CBAM)

Developing Countries’ Concerns

  • CBAM has faced strong resistance at recent climate COPs, especially from:
    • India
    • China
  • These countries view the measure as unfair, discriminatory, and protectionist, fearing it undermines their developmental and industrial competitiveness.
