Dumpsite Remediation Accelerator Programme (DRAP)

Union Housing and Urban Affairs Minister Manohar Lal Khattar launched the Dumpsite Remediation Accelerator Programme (DRAP) at the inaugural session of the National Urban Conclave. The initiative aims to accelerate the clearance of 245 legacy waste dumpsites across India.

About DRAP

  • Full Name: Dumpsite Remediation Accelerator Programme (DRAP)
  • Duration: Year-long, mission-mode initiative
  • Objective: Expedite remediation of urban dumpsites and reclaim land for community use.
  • Goal: Achieve “Lakshya Zero Dumpsites” by September 2026.

Focus and Coverage

  • Total sites: 245 legacy waste dump sites
  • High-impact sites: 214 locations containing nearly 80% of legacy waste
  • Waste volume: Approximately 8.8 crore metric tonnes

Progress Achieved So Far

  • 1,048 dumpsites already remediated
  • 25 crore metric tonnes of waste processed
  • 7,580 acres of land reclaimed

Financial Assistance

  • Central assistance:4,181 crore
  • Total project value:10,228 crore
  • Beneficiaries: 2,484 Urban Local Bodies (ULBs) across 28 states and UTs
  • Dedicated fund for DRAP:3,000 crore sanctioned

Implementation Framework

  • DRAP will function on a 5P Framework:
    Political leadership, Public finance, Public advocacy, Project management, Partnerships
  • Cities to prepare: Micro-action plans
  • Monitoring: Real-time tracking through the DRAP Portal

Urban Investment Window (UWIN)

  • Also launched during the event alongside DRAP.
  • Purpose: Facilitate faster and larger capital access for urban infrastructure projects.
  • Operated by: HUDCO (Housing and Urban Development Corporation Ltd.), a PSU under MoHUA.
  • Implementation structure:
    • 20 regional HUDCO offices repurposed as specialised hubs
    • Support cities in project identification to investment facilitation
