e-Zero FIR initiative

The Union Ministry of Home Affairs, through its Indian Cybercrime Coordination Centre (I4C), has launched the e-Zero FIR initiative to enable faster and jurisdiction-free response to major cybercrimes.

Key Highlights:

  • Integrated Systems:
    • Combines data from:
      • I4C’s NCRP (National Cybercrime Reporting Portal)
      • Delhi Police’s e-FIR system
      • NCRB’s CCTNS (Crime and Criminal Tracking Network & Systems)
  • Automatic Zero FIR for Major Cybercrimes:
    • Complaints of financial loss exceeding ₹10 lakh, received via NCRP or helpline 1930, will automatically generate a Zero FIR with the e-Crime Police Station of Delhi.
    • These will be instantly forwarded to the relevant territorial cybercrime police stations.
  • Follow-Up by Complainant:
    • Complainants must visit the cybercrime police station within 3 days to get the Zero FIR converted into a regular FIR.
  • Legal Framework:
    • Aligned with Section 173(1) and 1(ii) of the Bhartiya Nagrik Suraksha Sanhita (BNSS).
    • Enables jurisdiction-free electronic FIR registration.
  • Pilot and Rollout:
    • Pilot begins in Delhi.
    • Gradual expansion to other States and Union Territories.

Impact:

  • Speeds up legal and investigative action in high-value cyber financial frauds.
  • Ensures seamless coordination between central and state cybercrime units.
  • Boosts citizen confidence in digital complaint mechanisms.
