ECINET App

The Election Commission of India is now introducing a streamlined, technology-driven system to provide timely updates on the approximate voter turnout percentage trends. The ECI has introduced a new ECINET App to reduce time lag and enhance transparency in voter turnout reporting using technology.

Key Highlights:

  • New System Introduction:
    • A streamlined, technology-driven mechanism is being introduced to provide timely updates on approximate voter turnout percentage trends.
  • Legal Framework Unchanged:
    • Under Rule 49S of the Conduct of Elections Rules, 1961, Presiding Officers (PROs) will continue to provide Form 17C to polling agents with a record of votes.
    • This statutory requirement remains unchanged.
  • Upgrade to VTR Mechanism:
    • The earlier Voter Turnout Reporting (VTR) App was a non-statutory, facilitative tool.
    • It is now being streamlined and integrated into the ECINET App.
  • New Reporting Process:
    • PROs will now enter turnout data directly into the ECINET App every two hours on polling day.
    • This eliminates delays caused by earlier manual data relay methods.
  • Post-Polling Update:
    • Immediately after the close of polling, PROs must enter final turnout figures into ECINET before leaving the polling station.
    • This will allow near real-time, constituency-wise publication of turnout trends on the updated VTR App, subject to network connectivity.
  • Implementation Timeline:
    • The upgraded VTR App will be integrated into ECINET and made fully operational before the Bihar elections.
