Government Launches Market Access Support (MIS) Intervention for Indian Exporters

The Government of India has launched the much-awaited Market Access Support (MAS) Intervention for exporters, with a total outlay of ₹4,531 crore over six years, aimed at strengthening market access and export diversification, particularly for MSMEs, first-time exporters and priority sectors.

Part of Export Promotion Mission

  • The MAS Intervention is a key component of the ₹25,060-crore Export Promotion Mission (EPM) approved by the Union Cabinet in November 2025.
  • The EPM will be implemented during 2025-26 to 2030-31.
  • MAS is being rolled out under the NIRYAT DISHA sub-scheme of the EPM.

Strong MSME Focus

  • The scheme carries a clear MSME bias, aimed at diversifying the exporter base.
  • A minimum 35% participation of MSMEs has been mandated for all supported export promotion events.
  • Special priority will be given to new geographies and smaller markets to reduce overdependence on traditional destinations.

Immediate Rollout

  • The scheme will kick off immediately, with ₹500 crore allocated for 2025-26.
  • MAS has 11 components, all targeted to be notified by January 31, 2026.

Key Activities Supported

Structured financial and institutional support will be provided for:

  • Buyer-Seller Meets (BSMs)
  • International trade fairs and exhibitions
  • Mega Reverse Buyer-Seller Meets (RBSMs) in India
  • Trade delegations to priority and emerging export markets

Implementation Framework

  • The Export Promotion Mission is jointly implemented by:
    • Department of Commerce
    • Ministry of MSME
    • Ministry of Finance
  • Implementation will be coordinated with:
    • Indian Missions abroad
    • Export Promotion Councils (EPCs)
    • Commodity Boards
    • Industry associations

Significance

The MAS Intervention is expected to:

  • Enhance global market access for Indian exporters
  • Promote export diversification in products and destinations
  • Enable MSMEs and new exporters to integrate into global value chains
  • Support India’s long-term goal of becoming a preferred global trade partner
