Horizon 2047 roadmap

As India and France approach three decades of their strategic partnership, bilateral ties are moving into a more ambitious phase under the Horizon 2047 roadmap.
Diplomatic relations were first established in 1947, but a major milestone came on January 26, 1998, when both countries launched a Strategic Partnership—India’s first with a Western nation and France’s first outside the European Union.

Since then, cooperation has expanded into key sectors such as defence, civil nuclear energy, space, technology, climate action, and Indo-Pacific security.

High-Level Visits Strengthen Ties

Prime Minister Narendra Modi visited France in July 2023 as Guest of Honour at the French National Day celebrations, marking 25 years of the strategic partnership. During the visit, both nations adopted the Horizon 2047 roadmap—a long-term blueprint aligned with the centenary of India’s independence and 100 years of diplomatic ties.

In a reciprocal gesture, President Emmanuel Macron attended India’s 75th Republic Day celebrations in January 2024 as Chief Guest—an unprecedented exchange of national-day honours.

Technology and AI as New Pillars

In February 2025, Modi and Macron co-chaired the AI Action Summit in Paris, expanding cooperation in artificial intelligence and digital governance.
India is now hosting the India AI Impact Summit 2026, highlighting the growing technology dimension of bilateral relations.

Significance of Horizon 2047

The Horizon 2047 roadmap outlines deeper collaboration in emerging technologies, defence manufacturing, clean energy, climate action, and global governance. It reflects both countries’ intent to build a forward-looking partnership aligned with shared democratic values and strategic interests.
