IMF Reaches Staff-Level Agreement on $8.2 Billion Program for Ukraine

The International Monetary Fund (IMF) recently announced that it has reached a staff-level agreement on a new four-year, $8.2 billion program for Ukraine. The program aims to help Kyiv maintain macroeconomic stability and strengthen public finances as the ongoing war with Russia continues to strain the country’s budget.

• Replaces Existing $15.6 Billion Extended Fund Facility
The new agreement replaces the previous $15.6 billion Extended Fund Facility approved in March 2023. Ukrainian officials have highlighted that an IMF program is critical for securing financing from other partners, including potential reparations loans.

• Majority of Revenues Directed to War Efforts
Ukraine allocates most of its revenues to countering Russian military operations during the fourth year of Moscow’s war, making external financial support crucial for sustaining its economy.

• Staff-Level Agreement: Initial Understanding
A staff-level agreement is an initial understanding between IMF staff and a member country’s authorities outlining specific policies and reforms. It is not final until approved by the IMF’s Executive Board.
