India Electric Mobility Index (IEMI)

NITI Aayog launched the India Electric Mobility Index (IEMI) on August 4, 2025, a pioneering tool designed to track and benchmark the progress of all Indian states and Union Territories (UTs) in their transition to electric mobility. The index is a key initiative to help India meet its net-zero goal by 2070 and reduce transport sector emissions.

Key Features of the IEMI

The index evaluates and scores states and UTs out of 100 based on 16 indicators grouped under three core themes:

  1. Transport Electrification Progress: Measures the demand-side adoption of electric vehicles (EVs).
  2. Charging Infrastructure Readiness: Tracks the development and accessibility of charging infrastructure.
  3. EV Research and Innovation Status: Assesses the supply-side ecosystem and R&D efforts.

The IEMI aims to foster healthy competition among states, identify successful strategies, and highlight areas that need targeted interventions. It also serves as a transparent framework for policymakers to align state-level actions with national EV goals.

Inaugural Findings and Rankings

The inaugural IEMI report reveals a notable surge in India’s EV market, with EV sales rising from 0.5% of total vehicle sales in 2018 to 7.7% in 2024. More than 6.5 million EVs are currently operating on Indian roads.

  • Overall Frontrunners: Delhi, Maharashtra, and Chandigarh emerged as the top performers in the overall IEMI rankings.
  • Transport Electrification: Delhi and Maharashtra were identified as leaders in the adoption of EVs.
  • Charging Infrastructure: Haryana, Karnataka, Ladakh, and Himachal Pradesh showed strong performance in their charging network readiness.
  • EV Innovation: Delhi, Tamil Nadu, Maharashtra, Karnataka, Haryana, and Telangana were frontrunners in EV research and innovation.

As of late 2025, 29 states and UTs have notified dedicated EV policies, with another four having draft policies in place, underscoring a strong commitment at the sub-national level to drive the e-mobility transition.
