India Joins 13 Nations to Launch Climate & Nature Finance Platforms at COP30

India, along with 13 countries and a regional alliance of African nations, announced plans to establish national platforms for “climate and nature finance” during a ministerial event at COP30 in Belém, Brazil, on 15 November 2025.

  • Coordinated Through the GCF: The initiative will be coordinated through the Green Climate Fund (GCF), the world’s largest dedicated financial mechanism for climate action.
    • GCF has commitments worth $19 billion, but only about 25% of these funds had been effectively allocated by 2024.
    • Developing countries have criticised GCF for complex disbursal procedures and insufficient technical support.
  • About the Green Climate Fund (GCF):
    • A key component of the Paris Agreement and accountable to the UNFCCC.
    • Supports developing countries in achieving their Nationally Determined Contributions (NDCs).
    • Focuses on four major transitions:
      1. Built environment
      2. Energy & industry
      3. Human security, livelihoods, and wellbeing
      4. Land-use, forests, and ecosystems
    • Operates on a country-driven approach, supported by its Readiness Programme.
    • Functions as a main operating entity of the UNFCCC’s financial mechanism.
    • Aims to keep global temperature rise below 2°C by promoting low-emission, climate-resilient development.
  • Funding Mandates:
    • GCF must allocate 50% of its resources to mitigation and 50% to adaptation (in grant equivalent terms).
    • At least half of adaptation finance must go to the most climate-vulnerable countriesSmall Island Developing States (SIDS), Least Developed Countries (LDCs), and African States.
  • Significance of the New Platforms:
    • Aims to simplify access to climate finance.
    • Helps developing countries mobilise resources, coordinate reforms, and channel funding toward nature-positive development.
    • Supports implementation of national climate priorities and enhances accountability and transparency.
