India signs DPI cooperation agreements with 23 countries

The Government of India has signed Memorandums of Understanding (MoUs) and cooperation agreements with 23 countries to share and promote its Digital Public Infrastructure (DPI), marking a major step in global digital governance diplomacy, the Parliament was informed on 6 February 2026.

The agreements — part of India’s broader India Stack initiative — will help countries replicate and adopt India’s digital platforms in areas such as digital identity, payments, data exchange, and service delivery systems, Union Minister of State for Electronics and Information Technology Jitin Prasada said in a written reply to the Rajya Sabha.

UPI Now Live Beyond India
India’s flagship digital payments system, the Unified Payments Interface (UPI), has now become operational in more than eight countries. Nations where UPI is live include the United Arab Emirates (UAE), Singapore, Bhutan, Nepal, Sri Lanka, France, Mauritius and Qatar.

Officials highlighted that the expansion of UPI internationally is already enhancing cross-border remittances, boosting financial inclusion and strengthening India’s footprint in the global fintech ecosystem.

DPI Diplomacy and India Stack Global
The DPI cooperation framework aims to make Indian digital solutions scalable, interoperable, and inclusive. Partner countries will gain access to platforms such as Aadhaar (digital identity), DigiLocker (digital document management), CoWIN (health services), GeM (government procurement) and many others.

To support global adoption, the government promotes the India Stack Global portal and the Global DPI Repository, which provide a gateway to India’s digital ecosystem and serve as a global knowledge platform.

Strategic Outreach
The 23 countries that have signed agreements span multiple regions, including Africa, the Caribbean, Latin America, Asia and Oceania. These collaborations reflect India’s push to position itself as a leader in digital public infrastructure and governance solutions internationally.
