India Speaks on Behalf of BASIC and LMDC at UNFCCC CoP30

On 11 November 2025, India delivered statements on behalf of the BASIC group (Brazil, South Africa, India, China) and the Like-Minded Developing Countries (LMDC) group at the Opening Plenary of the UNFCCC CoP30 in Belém, Brazil.

🔹 Key Points from India’s Statement

  1. Equity and CBDR-RC: Reiterated the centrality of equity, and the principle of Common But Differentiated Responsibilities and Respective Capabilities (CBDR-RC) in global climate action.
  2. Full Implementation: Emphasized the full and effective implementation of the UNFCCC, Kyoto Protocol, and Paris Agreement.
  3. Adaptation Financing: Highlighted that adaptation financing needs to exceed nearly fifteen times current flows, with significant gaps remaining in doubling international public finance for adaptation by 2025.
  4. Global Goal on Adaptation (GGA): Called for a strong outcome to advance the Global Goal on Adaptation.
  5. Just Transitions Work Programme: Stressed that the UNFCCC Just Transitions Work Programme should result in action-oriented institutional arrangements.
  6. Paris Agreement Architecture: Both BASIC and LMDC reaffirmed that the architecture of the Paris Agreement must remain unaltered, with CBDR-RC as its cornerstone.

🔹 Significance

  • India continues to lead developing countries’ positions on equity and climate finance at the UNFCCC.
  • Reinforces India’s commitment to climate justice, adaptation financing, and global cooperation under the Paris framework.
  • Strengthens the voice of BASIC and LMDC nations in shaping international climate negotiations.
