India Submits 1st National Report on Implementation of Nagoya Protocol

The Ministry of Environment, Forest and Climate Change (MoEFCC) has submitted India’s First National Report (NR1) on the implementation of the Nagoya Protocol to the Secretariat of the Convention on Biological Diversity on 27 February 2026, in line with Article 29 on monitoring and reporting.

Background

India had previously submitted its Interim National Report in November 2017. The latest report reflects progress during the period 2017–2025, aligning with Target 13 of India’s updated National Biodiversity Strategy and Action Plan (NBSAP).

Institutional Framework

India’s Access and Benefit Sharing (ABS) mechanism operates under the Biological Diversity Act, 2002, supported by:

  • Biological Diversity Rules, 2024
  • ABS Regulations, 2025

It follows a three-tier structure:

  • National Biodiversity Authority (NBA)
  • State Biodiversity Boards / UT Biodiversity Councils
  • Biodiversity Management Committees (BMCs) at the local level

Key Achievements (2017–2025)

  • 12,830 ABS approvals granted
  • 5,913 approvals issued by NBA for entities under Section 3(2)
  • ₹216.31 crore mobilised through NBA approvals
  • ₹139.69 crore disbursed to benefit claimers

The Nagoya Protocol is a supplementary agreement to the CBD that ensures fair and equitable sharing of benefits arising from the use of genetic resources.

  • Entered into force: 12 October 2014

  • Genetic resources under CBD
  • Benefits from their utilization
  • Associated traditional knowledge (TK)
