India’s first state-funded BSL-4 lab

Union Home Minister Amit Shah laid the foundation stone of a Bio-Safety Level-4 (BSL-4) Containment Facility and Laboratory in Gandhinagar, marking a major step in strengthening India’s advanced biosecurity and public health research infrastructure.

First State-Controlled BSL-4 Lab

The BSL-4 laboratory being built in Gandhinagar will be:

  • The second civilian BSL-4 research facility in India, and
  • The first BSL-4 lab fully funded and controlled by a state government.

The project is being implemented under the Gujarat State Biotechnology Mission (GSBTM).

What is a BSL-4 Laboratory?

Bio-Safety Level-4 represents the highest level of biological containment. Such laboratories are designed to safely handle and study:

  • Extremely dangerous and life-threatening pathogens,
  • Highly infectious agents, and
  • Organisms that often lack effective vaccines or treatments.

These facilities operate under stringent international safety standards, with continuous monitoring and periodic inspections.

Role and Functions

Under tightly controlled conditions, BSL-4 laboratories enable scientists to:

  • Conduct advanced research on high-risk pathogens,
  • Develop diagnostics, vaccines, and therapeutics, and
  • Support rapid outbreak investigation and emergency response during public health crises.

Existing BSL-4 Facilities in India

  • National Institute of Virology (NIV), Pune (Maharashtra):
    The only civilian BSL-4 laboratory currently functional in India.
  • DRDO BSL-4 Lab, Gwalior (Madhya Pradesh):
    Established in late 2024 by the Defence Research and Development Organisation (DRDO) under the Defence Ministry.
