Land Stack Launched to Modernise Land Administration

In a major step towards digitising land governance under the Digital India Land Record Modernisation Programme (DILRMP), Minister of State for Rural Development and Communications Dr. Chandra Sekhar Pemmasani on 31 December 2025 launched the ‘Land Stack’ in pilot locations of the Union Territory of Chandigarh and Tamil Nadu in New Delhi.

What is the Land Stack?

Inspired by global best practices from Singapore, the UK and Finland, the Land Stack is an integrated, GIS-based digital platform designed to overcome fragmented land information systems.
It provides single-window access to land and property data for citizens and government agencies.

Key Features

  • GIS-based integration of property and parcel-level land information
  • Access to ownership details, deed records, encumbrances and litigation status
  • Unified interface replacing multiple departmental portals
  • Enhanced transparency, efficiency and ease of access in land-related services

Benefits for Citizens and Governance

The platform addresses long-standing challenges where land information was scattered across departments, improving:

  • Ease of doing property transactions
  • Administrative efficiency
  • Transparency and trust in land records

Glossary of Revenue Terms Released

Alongside the Land Stack, the Minister also released the ‘Glossary of Revenue Terms’ (GoRT) to bring clarity and uniformity in land administration terminology across India.

Why the Glossary Matters

India’s land administration system has evolved from diverse historical influences—from Todar Mal’s revenue reforms to British-era settlement systems like Ryotwari and Mahalwari. This has led to:

  • Different terms (e.g., Khasra, Dag, Pula) referring to similar concepts
  • Same terms carrying different meanings across States

Institutional Collaboration

The Glossary has been prepared by the Department of Land Resources (DoLR) in collaboration with the Centre of Excellence in Land Administration and Management (CoE-LAM) at YASHADA, Pune.
