Lok Sabha passes IIM Amendment Bill, clearing way for IIM Guwahati

The Lok Sabha on August 19, 2025, passed the Indian Institutes of Management (Amendment) Bill, 2025, which will grant the new IIM Guwahati the status of an institute of national importance. This makes IIM Guwahati the 22nd IIM and the second such institute in India’s North-Eastern region.

Context and Funding

The establishment of IIM Guwahati is a key component of a Memorandum of Settlement (MoS) signed between the Government of India, the Assam government, and representatives of the United Liberation Front of Assam (ULFA). This peace agreement includes a Special Development Package (SDP) for Assam, aimed at promoting comprehensive development in the state.

Under the provisions of the bill, the new institute will receive a corpus fund of ₹555 crore from the Union government over five years, from 2025-26 to 2029-30. After this period, the institute is expected to be self-sufficient through its own internal accruals.

Timeline and Location

  • Mentorship: IIM Guwahati will operate under the mentorship of IIM Ahmedabad, one of the top-ranked management institutes in the country.
  • Temporary Campus: Classes are scheduled to begin this academic year from a temporary campus.
  • Permanent Campus: The permanent campus is planned for construction at Palasbari in the Kamrup district of Assam.

The establishment of an IIM in Guwahati further cements the city’s status as a major educational hub in the Northeast, which already hosts premier institutions like the Indian Institute of Technology (IIT) and the All India Institute of Medical Sciences (AIIMS).
