Model Youth Gram Sabha (MYGS)

The Union Ministry of Panchayati Raj, in collaboration with the Union Ministry of Education (DoSE&L) and the Ministry of Tribal Affairs, launched the Model Youth Gram Sabha (MYGS), a first-of-its-kind initiative to promote participatory local governance and democratic engagement among students.

Key Highlights

  • Objective:
    • Strengthen Janbhagidari (people’s participation) in governance.
    • Engage youth in simulated Gram Sabha sessions to nurture democratic values, civic responsibility, and leadership skills.
  • Target Participants:
    • Students from Jawahar Navodaya Vidyalayas (JNVs) and Eklavya Model Residential Schools (EMRSs).
  • Methodology:
    • Simulated assemblies involving role-play, debates, and decision-making exercises.
    • Students experience deliberation, consensus-building, and participatory governance in a practical, hands-on manner.
  • Alignment with Policy:
    • Conforms with National Education Policy (NEP) 2020.
    • Aims to cultivate future citizens committed to transparency, accountability, and the vision of a Viksit Bharat.

Importance of Gram Sabha in India

  • Constitutional Basis: Article 243 mandates Gram Sabhas as the basic unit of direct democracy.
  • Function:
    • All adult residents of a village can participate in governance, deliberate on development priorities, and hold Panchayati Raj Institutions (PRIs) accountable.
  • Scope: India has over 6.64 lakh villages, housing nearly 65–70% of the population.
  • Significance:
    • Fosters transparency, inclusivity, and participatory planning.
    • Strengthens grassroots democracy, reflecting the principle “of the people, by the people, and for the people.”

Significance of MYGS

  • Provides experiential learning for youth, bridging classroom knowledge and real-world governance.
  • Encourages active civic engagement and understanding of local self-governance processes.
  • Prepares the next generation to be responsible, accountable, and participatory citizens.
