The National Annual Report and Index on Women’s Safety (NARI) 2025, released by the National Commission for Women (NCW), has ranked Gangtok, capital of Sikkim, as the 5th safest city for women in India.

Survey and Methodology

The NARI 2025 report surveyed 12,770 women across 31 cities, evaluating safety through multiple parameters, including:

  • Urban infrastructure
  • Harassment incidence and reporting
  • Workplace security
  • Trust in authorities
  • Day versus night safety perception

Northeast Leads the Rankings

The Northeast region performed strongly in the safety index:

  • Kohima (Nagaland) secured the 1st position.
  • Aizawl (Mizoram) ranked 4th.
  • Gangtok (Sikkim) secured the 5th place.

Other Top Performers

Outside the Northeast,

  • Visakhapatnam (Andhra Pradesh) stood at 2nd place.
  • Bhubaneswar (Odisha) was ranked 3rd.

Key Concerns

The report, while highlighting regional progress, underlined persistent challenges nationwide, particularly in:

  • Night-time safety for women.
  • Underreporting of harassment cases, which continues to distort the true scale of the problem.
