National Technology Readiness Assessment Framework Unveiled

Principal Scientific Adviser (PSA) to the Government of India, Prof. Ajay Kumar Sood, unveiled the National Technology Readiness Assessment Framework (NTRAF) on December 29, 2025.

About the Framework

  • NTRAF has been developed in collaboration with the Confederation of Indian Industry (CII).
  • It establishes a unified, objective, and standardised mechanism to assess the maturity of technology projects in India.
  • The framework evaluates technologies from early laboratory research to commercial deployment.

Technology Readiness Levels (TRLs)
NTRAF adopts the globally recognised 9 Technology Readiness Levels (TRLs):

  • TRL 1–3: Proof of Concept and basic research
  • TRL 4–6: Prototype development and validation
  • TRL 7–9: Operational deployment and commercial application

Objectives of NTRAF

  • To act as an operational backbone for various R&D funds and National Missions.
  • To enable evidence-based allocation of public funding.
  • To de-risk early-stage technologies, making them more attractive for private sector investment.
  • To ensure consistency, transparency, and accountability in technology assessment across ministries and agencies.

  • Strengthens India’s innovation-to-market pipeline.
  • Bridges the gap between academic research and industry adoption.
  • Supports India’s goal of becoming a technology-driven and innovation-led economy.
