PANCHAM – Panchayat Assistance & Messaging Chatbot

The Ministry of Panchayati Raj on 25 January 2026, on the eve of Republic Day, launched PANCHAM – Panchayat Assistance & Messaging Chatbot as a flagship digital initiative aimed at empowering Panchayat Elected Representatives and Functionaries across the country.

A Digital Companion for Panchayats
PANCHAM has been designed as a digital companion for Panchayats, offering timely and contextual guidance, simplified workflows, and easy access to information to support day-to-day governance and service delivery functions at the grassroots level.

Historic Digital Connect
The initiative marks a historic milestone by enabling, for the first time, a direct digital connect between the Government of India and over 30 lakh Elected Representatives and Panchayat Functionaries. This two-way communication channel is expected to significantly improve coordination between the Centre and grassroots institutions.

Strengthening Responsive and Accountable Governance
By facilitating real-time messaging and feedback, PANCHAM will enable quicker decision-making, faster resolution of field-level issues, and stronger feedback loops between Panchayats and higher decision-making levels, thereby strengthening responsive, transparent, and accountable governance.

Boost to Digital Governance at the Grassroots
The launch of PANCHAM forms part of the Ministry’s broader push to deepen digital governance at the grassroots, where over 95% of Gram Panchayats are already using work-based planning and accounting systems.
