Performance Grading Index (PGI) 2.0

The Union Ministry of Education released its Performance Grading Index (PGI) 2.0 report for 2022-23 and 2023-24 on June 19, 2025. The report evaluates the performance of states and Union Territories (UTs) in school education.

Key highlights of the report include:

  • Chandigarh’s Top Performance: Chandigarh emerged as the best-performing Union Territory, securing the top spot in the index with a score of 703 out of 1,000. This score places it in the Prachesta 1 grade (fifth band). Chandigarh improved its score from 687.8 recorded in the 2022-23 session.
  • Key Domains: The index report assesses performance across six crucial domains:
    • Learning outcomes and quality
    • Access
    • Infrastructure
    • Equity
    • Governance processes
    • Teacher education and training
  • Data Sources: The report utilizes data from various sources, including:
    • Unified District Information System for Education Plus (UDISE+)
    • National Achievement Survey (NAS)
    • PM POSHAN portal
    • PRABAND portal
    • Vidyanjali Portal
  • Performance Bands: States and UTs were categorized into different performance bands, ranging from Level 1 (‘daksh’ – 951–1,000 points) to Level 10 (‘akanshi-3’ – 401–460 points), which is the lowest level.
  • No Top Performers: Notably, no state or UT achieved a score in the top four bands (761-1,000). This indicates that significant improvements are still needed across the country’s education system.
  • Meghalaya’s Performance: Meghalaya registered the least improvement in performance indicators and recorded the lowest score of 417.9.
