PM RAHAT (Road Accident Victim Hospitalization and Assured Treatment) Scheme

In its first major decision after shifting operations to Seva Teerth, Prime Minister Narendra Modi approved the launch of the PM RAHAT (Road Accident Victim Hospitalization and Assured Treatment) Scheme, aimed at ensuring immediate and affordable medical care for road accident victims across India.

Key Features of PM RAHAT Scheme

  • Cashless treatment up to ₹1.5 lakh per accident victim for 7 days from the date of the accident.
  • Stabilisation care:
    • Up to 24 hours for non-life-threatening injuries.
    • Up to 48 hours for life-threatening cases.
  • Mandatory police authentication through an integrated digital system.

Technology-Driven Implementation

The scheme will operate through integration of:

  • eDAR platform of the Ministry of Road Transport and Highways
  • TMS 2.0 of the National Health Authority

This digital linkage enables seamless coordination from accident reporting to hospital admission, claim processing, and payment.

Funding and Reimbursement

  • Payments to hospitals will be made via the Motor Vehicle Accident Fund (MVAF).
  • If the offending vehicle is insured, funds will come from insurance company contributions.
  • In uninsured or hit-and-run cases, the Government of India will cover costs through budgetary support.
  • Approved claims will be settled within 10 days, ensuring financial certainty for hospitals.

Accountability and Grievance Redressal

Police confirmation must be completed within set timelines, while grievances will be handled by officers nominated by District Road Safety Committees.

Background

India records a high number of road accident deaths annually. Studies suggest nearly 50% of fatalities could be prevented if victims receive treatment within the “golden hour.”
