PM-SETU launched to modernise 1,000 Government ITIs

On October 4, Prime Minister Narendra Modi launched the PM-SETU (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs) — a ₹60,000 crore centrally sponsored scheme aimed at modernising 1,000 Government Industrial Training Institutes (ITIs) across India.

Key Features of PM-SETU

Hub-and-Spoke Model

  • 200 Hub ITIs will be linked to 800 Spoke ITIs.
  • Hub ITIs will act as innovation and skill excellence centres with:
    • Advanced infrastructure
    • Innovation & incubation centres
    • Production units
    • Training-of-trainers facilities
    • Placement and career services
  • Spoke ITIs will extend access, outreach, and basic training support.

Industry Collaboration

  • New, demand-driven courses and revamped curricula will be introduced in collaboration with industry partners.
  • Special Purpose Vehicles (SPVs) will be created, managed by Anchor Industry Partners, to ensure outcome-based training.

Diverse Learning Pathways

  • Offers multiple skill pathways including:
    • Long-term diploma programmes
    • Short-term skill courses
    • Executive and advanced skilling programs

Centres of Excellence

  • Five National Skill Training Institutes (NSTIs) will be strengthened as Centres of Excellence in partnership with global institutions:
    • Bhubaneswar (Odisha)
    • Chennai (Tamil Nadu)
    • Hyderabad (Telangana)
    • Kanpur (Uttar Pradesh)
    • Ludhiana (Punjab)

First Phase Implementation

  • 15 hub-and-spoke ITI clusters have been identified across India in the first phase, covering diverse industrial and regional ecosystems.
