Prime Minister Narendra Modi’s State Visit to Bhutan

Prime Minister Narendra Modi undertook a two-day State visit to Bhutan (11–12 November 2025), reinforcing the deep-rooted friendship between India and Bhutan. During the visit, he inaugurated a major hydropower project, announced new development assistance, and participated in key cultural and religious events alongside Bhutan’s leadership.

Inauguration of Punatsangchhu-II Hydropower Project

  • PM Modi and Bhutan’s King Jigme Khesar Namgyel Wangchuck jointly inaugurated the 1,020 MW Punatsangchhu-II Hydropower Project on November 11, 2025.
  • The project was built with Indian assistance and marks another milestone in the two nations’ long-standing cooperation in the hydropower sector.
  • Electricity generated will be shared between both India and Bhutan, contributing to regional energy security and sustainability.

Concessional Credit Line for Energy Projects

  • India announced a ₹4,000 crore concessional credit line to finance new energy and infrastructure projects in Bhutan.
  • The initiative reflects India’s continued support for Bhutan’s economic growth and green energy development.

Address at Changlimethang Stadium

  • On November 11, PM Modi addressed a gathering at Changlimethang Stadium, Thimphu, marking the 70th birth anniversary of Bhutan’s Fourth Druk Gyalpo, Jigme Singye Wangchuck.
  • He praised the visionary leadership of the Fourth King and lauded Bhutan’s progress in Gross National Happiness and sustainable development.

🔹 Participation in Kalachakra Empowerment Ceremony

  • PM Modi, along with King Jigme Khesar Namgyel Wangchuck and former King Jigme Singye Wangchuck, inaugurated the ‘Kalachakra Empowerment’ ceremony at the Global Peace Prayer Festival, symbolising India–Bhutan cultural and spiritual solidarity.

Development and Connectivity Cooperation

  • PM Modi reaffirmed India’s unwavering support for Bhutan’s 13th Five Year Plan and its Economic Stimulus Programme, focusing on inclusive and sustainable development.
  • Both sides discussed enhancing cross-border connectivity and infrastructure, including:
    • Operationalisation of Immigration Check Post at Darranga (November 2024).
    • Inland Waterways Terminal and Multimodal Logistics Park at Jogigopha (March 2025).
    • MoU on cross-border rail linksGelephu–Kokrajhar and Samtse–Banarhat — signed in September 2025.
    • Establishment of a Project Steering Committee to oversee rail link implementation.
