Renaming of Raj Bhavans to Lok Bhavans

On November 25, 2025, the Union Home Ministry (MHA) wrote to all Governors and Lieutenant Governors (LGs) of States and Union Territories.

  • The letter stated that the name “Raj Bhavan” “may be changed” to “Lok Bhavan” because the former “smacks of colonialism”.

Origin of the Proposal

  • The suggestion arose from the Conference of Governors, 2024.
  • Rationale:
    • The term “Raj” reflects colonial-era governance structures.
    • Changing to “Lok” emphasizes people-centric governance in a democratic republic.

MHA Recommendation

  • For Governors (States):
    • Raj Bhavan → Lok Bhavan
  • For Lieutenant Governors (Union Territories):
    • Raj Niwas → Lok Niwas
  • These new names are advised for all official purposes.

Current Terminology

  • Raj Bhavan: Official residence of a State Governor.
  • Raj Niwas: Official residence of a LG of a Union Territory.

Purpose of Change

  • To remove colonial legacies and align official nomenclature with the democratic ethos of India.
