Samras Gram Panchayat scheme

The Gujarat government recently announced that out of 761 “Samras” gram panchayats in the latest elections, 56 have been declared “Mahila Samras Gram Panchayats.”

About Samras Gram Panchayat scheme:

  • Launch: The “Samras Gram Panchayat” scheme, launched in 2001 by then-Chief Minister Narendra Modi, encourages villagers to elect their ward members and sarpanch (village head) through consensus, avoiding formal elections.
  • Mahila Samras Gram Panchayat: A “Mahila Samras Gram Panchayat” specifically refers to a village where all unopposed ward members and the sarpanch are women.
  • Consensus-Based Elections: The core principle of the Samras scheme is to promote unity and harmony in villages by encouraging unanimous selection of local leaders, thereby avoiding the potential conflicts and expenses associated with contested elections.
  • Special Benefits for Samras Villages: Villages that achieve Samras status receive special development grants and incentives from the state government.
    • In July 2025, the Gujarat government disbursed ₹35 crore as incentive grants to the 761 Samras Gram Panchayats.
    • Grants can range from ₹3 lakh to ₹13 lakh per panchayat, depending on the population. For instance, villages with populations under 5,000 might receive ₹3 lakh.
    • Historically, under the scheme, if a general panchayat (with men and women members) became Samras, it could receive up to ₹1,00,000. For a Mahila Samras Gram Panchayat (all-women unopposed), the incentive was doubled to ₹2,00,000. These figures have likely been revised upwards over time.
    • Villages achieving Samras status consecutively (e.g., for the third time) are sometimes promised additional infrastructure like schools, solar street lights, and pucca roads, along with a 25% increase in additional funds.
    • The state also doubled the monthly allowance for maintaining cleanliness from ₹4 to ₹8 per person in these villages.
  • Eligibility Criteria: A Gram Panchayat is declared “Samras” if the sarpanch and all ward members are chosen by consensus without any contest, meaning no formal polls are required.
