SEBI Approves SWAGAT-FI Framework

The Securities and Exchange Board of India (SEBI) has approved the introduction of SWAGAT-FI – Single Window Automatic and Generalised Access for Trusted Foreign Investors. The new framework aims to simplify market access for low-risk foreign investors and enhance the ease of doing business in India’s capital markets.

Unified Registration and Compliance Ease

Under SWAGAT-FI,

  • FPIs (Foreign Portfolio Investors) and FVCIs (Foreign Venture Capital Investors) will benefit from a single, unified registration process.
  • The framework will minimise repeated compliance requirements and documentation, streamlining entry and participation.
  • SEBI likened it to a “diplomatic passport” for foreign investors in Indian markets.

Eligible Trusted Foreign Investors

Entities eligible for SWAGAT-FI recognition include:

  • Government & related investors: central banks, sovereign wealth funds (SWFs), multilateral organisations/agencies, and entities at least 75% government-owned.
  • Public Retail Funds (PRFs): Diversified, appropriately regulated funds like mutual funds and unit trusts open to retail investors.
  • Insurance companies: Investing proprietary funds without segregated portfolios.
  • Pension funds: Appropriately regulated in their home jurisdictions.
