State Mining Readiness Index (SMRI) 2025

The Union Ministry of Mines has released the State Mining Readiness Index (SMRI) along with State rankings, marking a major initiative to encourage mining sector reforms and promote competitive federalism among States. The launch also fulfills the announcement made in the Union Budget 2025–26.

About the State Mining Readiness Index (SMRI)
The SMRI serves as a comprehensive tool to assess and compare the performance and preparedness of States in the non-coal mining sector. The index structure includes key indicators such as:

  • Auction performance
  • Early mine operationalization
  • Thrust on exploration
  • Sustainable mining practices

These indicators collectively reflect the efficiency and effectiveness of States in promoting responsible and growth-oriented mining activities.

Categorization of States
Under the SMRI framework, States have been grouped into three categories based on their mineral endowment:

  • Category A: States with high mineral endowment
  • Category B: States with medium mineral endowment
  • Category C: States with low mineral endowment

Top-Ranked States

  • Category A: Madhya Pradesh, Rajasthan, and Gujarat
  • Category B: Goa, Uttar Pradesh, and Assam
  • Category C: Punjab, Uttarakhand, and Tripura

Significance of the Initiative
The introduction of the State Mining Readiness Index is aimed at promoting data-driven policy interventions, improving governance standards, and ensuring sustainable utilization of mineral resources. It will also help States identify gaps, adopt best practices, and align their mining policies with national objectives of growth and sustainability.
