TRAI launches India’s first property rating framework for digital connectivity

The Telecom Regulatory Authority of India (TRAI) has released the Manual for Rating of Properties for Digital Connectivity, the first-of-its-kind manual in the country to provide a standardized framework for assessing the digital readiness of buildings. The initiative is a response to the fact that over 80% of mobile data in India is consumed indoors, where modern construction materials often weaken high-frequency 4G and 5G signals.

Key Features and Objectives of the Manual

The manual, developed under the Rating of Properties for Digital Connectivity Regulations, 2024, sets a uniform assessment methodology for Digital Connectivity Rating Agencies. It also serves as a reference for property developers, managers, and service providers. The primary objectives are to:

  • Standardize Assessment: The manual introduces a five-star rating system (from one star for “Basic” to five stars for “Excellent”), based on 36 key parameters across four categories: coverage, capacity, common infrastructure, and future readiness.
  • Empower Consumers: By providing a clear rating, the manual will enable buyers, tenants, and businesses to make informed decisions about properties based on their actual connectivity performance.
  • Encourage Developers: The initiative aims to incentivize property developers to integrate strong digital infrastructure, such as dedicated wiring, fiber optic backbones, and in-building cellular systems, from the design stage itself.
  • Improve Service Quality: By ensuring robust in-building networks, the manual aims to improve the overall user experience and reliability of digital services, which are now essential for work, education, and healthcare.
