Tropical Forest Forever Facility (TFFF) officially launched during COP30 Leaders’ Summit

The Tropical Forest Forever Facility (TFFF) was officially launched on November 6 during the COP30 Leaders’ Summit held in Belém, Brazil.

  • Hosted by Brazilian President Luiz Inácio Lula da Silva.
  • Attended by leaders from 30+ countries, including tropical forest nations and sponsor countries.
  • The launch concluded with the TFFF Declaration, endorsed by 53 countries, including 19 potential sovereign investors.

Funding Commitments:

  • Norway: USD 3 billion over the next 10 years (conditional).
  • Brazil & Indonesia: reaffirmed USD 1 billion each.
  • 34 tropical forest countries endorsed the Declaration — covering over 90% of the tropical forests in developing nations (including Indonesia, DRC, and China).

Purpose & Vision:

  • The TFFF marks a historic shift in global climate finance.
  • It aims to value and pay for ecosystem services provided by tropical forests, correcting a major market failure.
  • The initiative seeks to create financial incentives to preserve standing forests rather than profit from their destruction.

Institutional Setup:

  • The World Bank will act as trustee and interim host of the Facility.
  • The next step is to establish the Tropical Forest Investment Fund (TFIF) under a national jurisdiction to begin operations.

Scale & Scope:

  • Potential to protect over 1 billion hectares of tropical forests across 70+ developing countries.
  • Payments to participating countries will be determined by satellite remote sensing data, tracking annual forest canopy cover — ensuring low-cost, transparent monitoring.

Inclusivity & Justice:

  • A mandatory minimum of 20% of total payments will go directly to Indigenous Peoples and Local Communities (IPLCs).
  • This represents a transformative shift in ensuring equitable access to climate finance for forest guardians.
