UNEP Launches First-ever State of Finance for Forests (SFF) Report

Global Overview

  • The United Nations Environment Programme (UNEP) has released the first-ever State of Finance for Forests (SFF) Report, providing a comprehensive assessment of public and private forest finance in 2023.
  • The report compares current financial flows with the investments required to unlock forests’ potential in tackling climate change, biodiversity loss, and land degradation.

Key Findings

  • Forests remain significantly underfunded.
    • Current annual investment (2023): US$84 billion
    • Required by 2030: US$300 billion
    • Required by 2050: US$498 billion
    • Annual investment gap: Approximately US$216 billion
  • The report emphasizes that increased and better-targeted funding is essential to achieve global climate and biodiversity goals.

Private Sector Finance

  • Private forest finance in 2023 stood at only US$7.5 billion, reflecting modest engagement.
  • Most private financial flows were directed to lower-risk markets, rather than toward tropical commodity sectors, which are responsible for the majority of deforestation.

Environmentally Harmful Subsidies and Deforestation Risk

  • In 2023, potentially environmentally damaging subsidies amounted to US$406 billion.
  • As of November 2024, private financial institutions had provided an estimated US$8.9 trillion in active financing to companies with high deforestation risks.
  • This imbalance highlights the urgent need to redirect financial flows towards sustainable forest management and conservation.

Significance

  • The SFF report calls for a paradigm shift in global forest finance, urging governments, investors, and businesses to align funding with environmental and climate objectives.
  • Strengthening financial mechanisms for forests is seen as a critical step toward achieving the Paris Agreement and Kunming-Montreal Global Biodiversity Framework goals.
