Union Finance Minister Launches GST Appellate Tribunal (GSTAT)

New Delhi, Sept 24, 2025: Union Minister for Finance and Corporate Affairs Nirmala Sitharaman formally launched the Goods and Services Tax Appellate Tribunal (GSTAT) in New Delhi, marking a key milestone in India’s indirect tax regime and strengthening the institutional framework for dispute resolution under GST.


Independent Forum for Tax Disputes

  • The GSTAT has been established as a statutory appellate body under GST laws.
  • It will hear appeals against orders passed by GST Appellate Authorities, providing taxpayers an independent forum for justice.
  • Until now, taxpayers could only appeal within the tax administration. With GSTAT, all second-level appeals, whether arising from Centre or State orders, will converge at a single, independent platform.

Structure and Jurisdiction

  • GSTAT will operate through:
    • A Principal Bench in New Delhi
    • 31 State Benches across 45 locations nationwide
  • Each Bench will be composed of:
    • 2 Judicial Members
    • 1 Technical Member (Centre)
    • 1 Technical Member (State)
  • This ensures a balance of judicial expertise with technical knowledge from both Central and State administrations.

Significance for GST Regime

  • The creation of GSTAT marks the completion of the appellate structure under GST, long sought by industry and taxpayers.
  • It is expected to:
    • Reduce litigation backlogs
    • Ensure uniformity in tax rulings
    • Strengthen trust in the GST dispute resolution mechanism
