Urban Flood Risk Management Programme (UFRMP) Phase–2 Approved

A High-Level Committee (HLC) chaired by Union Home Minister and Minister of Cooperation, Shri Amit Shah, has approved several mitigation, recovery, and reconstruction projects across India with a total outlay of ₹4,645.60 crore.


Beneficiary States

The approved projects will benefit nine states:
Assam, Kerala, Madhya Pradesh, Odisha, Rajasthan, Uttar Pradesh, Bihar, Chhattisgarh, and Andhra Pradesh.

These projects are aimed at strengthening disaster resilience, improving infrastructure recovery, and ensuring long-term preparedness in disaster-prone regions.


Urban Flood Risk Management Programme (UFRMP) Phase–2 Approved

The HLC also cleared the Urban Flood Risk Management Programme (UFRMP) Phase-2 for 11 major Indian cities, with a total financial outlay of ₹2,444.42 crore, funded from the National Disaster Mitigation Fund (NDMF).

Cities covered under UFRMP Phase–2:
Bhopal, Bhubaneswar, Guwahati, Jaipur, Kanpur, Patna, Raipur, Trivandrum, Visakhapatnam, Indore, and Lucknow.


Objective and Selection Criteria

The selected cities were chosen based on:

  • Their status as state capitals or highly populous cities,
  • High flood vulnerability, and
  • Key physical, environmental, socio-economic, and hydro-meteorological factors.

The programme seeks to mitigate urban flood risks through uniform structural and non-structural interventions, enhancing resilience and preparedness.


Funding Pattern and Implementation

The funding will follow the NDMF cost-sharing guidelines, with:

  • 90% contribution from the Central Government, and
  • 10% from the respective State Governments.

The UFRMP Phase-2 will complement state-level initiatives by providing a national framework for urban flood management, focusing on sustainable urban infrastructure and better disaster response systems.
