US Invites India to Pax Silica Initiative

The newly appointed United States Ambassador to India, Sergio Gor, has invited India to join the Pax Silica initiative, signalling a softening of tensions between the two countries. The invitation comes about a month after India was left out of the US-led initiative, indicating a recalibration in Washington’s approach towards New Delhi.

About Pax Silica

Pax Silica is a US-led strategic initiative aimed at securing artificial intelligence (AI) and advanced technology supply chains by bringing together “friendly and trusted” countries. The objective is to ensure that critical technologies remain safe, reliable and free from hostile control.

Countering China’s Manufacturing Dominance

The initiative is widely viewed as a counter to China’s dominance in the global manufacturing and technology supply chains.
Pax Silica was launched on 12 December 2025 with the aim of:

  • Reducing coercive dependencies
  • Building a secure, resilient and innovation-driven silicon supply chain
  • Covering the entire value chain—from critical minerals and energy inputs to advanced manufacturing, semiconductors, AI infrastructure and logistics

These countries are among the global leaders in AI, semiconductors and advanced manufacturing.

China-Plus-One Strategy Context

Western concerns over China’s grip on global manufacturing intensified after disruptions caused by the COVID-19 pandemic, prompting multinational corporations to adopt a “China-plus-one” strategy—diversifying production and supply chains to reduce overdependence on China.

Why India Matters

Experts note that:

  • Countries in Pax Silica are top players in AI and semiconductor supply chains
  • The initiative includes measures such as joint ventures and strategic co-investment opportunities

Although India currently lacks global-scale AI infrastructure, participation in Pax Silica could:
