Vegetable Oil Products, Production and Availability (VOPPA) Regulation Order 2025

The Union Ministry of Consumer Affairs, Food and Public Distribution has notified the 2025 Vegetable Oil Products, Production and Availability (VOPPA) Regulation Order, which came into effect on August 1. The new order amends the 2011 regulation and introduces stricter controls to ensure the availability of cooking oils at fair prices.

Key Changes under the New Order

  • Stricter Registration and Reporting: Producers are now required to obtain a registration certificate from the Directorate of Sugar and Vegetable Oils in New Delhi. They must submit detailed monthly reports by the 15th of each month, which track their oil usage, production, sales, and stocks. This is intended to improve supply chain tracking.
  • Enhanced Enforcement: The order strengthens enforcement mechanisms, giving the Director the authority to:
    • Inspect factories.
    • Demand information.
    • Seize stocks if false reporting is suspected.
  • Consumer Protection: By preventing hoarding and misrepresentation, these measures aim to protect consumers from supply disruptions and ensure cooking oils are available at fair prices.
  • Clearer Definitions: The amendment also provides clearer definitions for key terms like “Producer” and “Vegetable Oil,” aligning them with the Essential Commodities Act, 1955, and the Collection of Statistics Act, 2008.
