WTDC-25 Concludes in Baku: India Emerges as Key Driver of Global Digital Agenda

The World Telecommunication Development Conference 2025 (WTDC-25), held in Baku, concluded with India emerging as one of the most influential contributors to the global digital development agenda. The quadrennial summit saw participation from nearly 2,300 delegates, including over 65 ministers and heads of agencies.

• High-Level Policy Vision Presented by India
India’s delegation, led by the Union Minister of State for Communications and Rural Development, delivered a policy statement highlighting universal and meaningful connectivity, inclusive digital transformation, and the role of emerging technologies in bridging the digital divide.

• Strong Representation in Key Leadership Roles
India held multiple significant positions at WTDC-25:

  • Avinash Agarwal, DDG-IR, served as Conference Vice-Chair.
  • Chaired the APT-WTDC-25 Coordination and the Ad Hoc Group on Digital Transformation & Innovation.
  • India secured two Vice-Chair positions in the ITU-D Study Groups for the 2026–29 cycle.

• Major Contribution to Global Digital Policy
The Indian delegation played an instrumental role in the adoption of 19 APT common proposals, strengthening the Asia-Pacific region’s collective influence on global ICT policy decisions.

• Strategic Outreach for ITU Council Candidature
India hosted a high-level networking reception at the conference to build support for its candidature to the ITU Council for the 2027–2030 term.

• Key Policy and Regulatory Enhancements Driven by India
India significantly shaped discussions on technology governance and regulatory evolution:

  • Strengthened Resolution 09, advocating flexible regulatory approaches, testbeds and sandboxes for next-generation technologies including IMT-2030 (6G) and UAV systems, and better spectrum management for developing nations.
  • Pushed for updates to Resolution 62, aimed at increasing public awareness about EMF exposure and promoting safe use of wireless devices.

• India’s Rising Role in Global Digital Transformation
Through its leadership, proposal advocacy, and regulatory contributions, India reinforced its position as a key architect of equitable and future-ready digital development policies at WTDC-25.
