‘Designing Innovative Solutions for Holistic Access to Justice’ (DISHA) 2.0

The Union Ministry of Law and Justice has approved the continuation of the Central Sector Scheme DISHA (Designing Innovative Solutions for Holistic Access to Justice) in a restructured form as DISHA 2.0 for the period 1 April 2026 to 31 March 2031, co-terminus with the XVI Finance Commission cycle.

Key Highlights

  • DISHA 2.0 is a Central Sector Scheme with a total approved outlay of ₹255 crore, fully funded through 100% Gross Budgetary Support (GBS) by the Government of India.
  • The scheme aims to realize the constitutional vision of ‘Access to Justice’ enshrined in the Preamble and Articles 14, 21, and 39A of the Constitution.
  • It also contributes to the achievement of Sustainable Development Goal (SDG)-16 on Peace, Justice and Strong Institutions.
  • A major addition in DISHA 2.0 is VIDHI (Vision for Integrated Delivery of Harmonized Legal Initiatives) Sanjeevani, which introduces a centralized digital platform and an AI-powered Nyaya Setu Chatbot to enhance technology-enabled justice delivery.

Components of DISHA 2.0

  1. Tele-Law (Reaching the Unreached): Provides free pre-litigation legal advice through a network of 2.5 lakh Common Service Centres (CSCs) operated by Village Level Entrepreneurs (VLEs) at the Gram Panchayat level.
  2. Nyaya Bandhu (Pro Bono Legal Services) Programme: Promotes a pro bono culture among advocates and law students by offering free legal assistance and court representation to persons eligible under Section 12 of the Legal Services Authorities Act, 1987.
  3. Legal Literacy and Legal Awareness Programme (LLLAP): Enhances legal awareness through partnerships with Ministries, Departments, Public Sector Undertakings (PSUs), Civil Society Organisations (CSOs), law universities, and media organizations.
  4. VIDHI Sanjeevani: A newly introduced component that provides a centralized digital platform for end-to-end programme monitoring, data-driven decision-making, and AI-enabled legal service delivery through the Nyaya Setu Chatbot.

Implementation

  • DISHA 2.0 will be implemented across all States and Union Territories to strengthen equitable and technology-driven access to justice throughout India.
