Digital India Land Records Modernisation Programme (DILRMP) 3.0

Why in News?

Union Minister for Rural Development Shivraj Singh Chouhan launched the Operational Guidelines for DILRMP 3.0 on 10 September 2026. The new phase aims to move beyond the digitisation of individual land records towards an integrated, GIS-based digital land records ecosystem, improving transparency, interoperability and access to land-related services for citizens.

About DILRMP 3.0

DILRMP 3.0 is a Central Sector Scheme with an approved outlay of ₹565.50 crore for 2026–2031. It seeks to integrate Records of Rights (RoRs), cadastral maps, property registration records and related court information through a GIS-enabled “Land Stack”. State-level Land Stacks will form the building blocks of a federated National Land Stack, enabling interoperability and information exchange while allowing States and concerned authorities to retain ownership and control of their data.

A key component is Bhu-Aadhaar or Unique Land Parcel Identification Number (ULPIN), under which each land parcel will receive a 14-digit unique identifier. This will help establish an unambiguous identity for land parcels, facilitate verification and reduce the possibility of land-related fraud and disputes.

The programme will also focus on digitising and preserving legacy land and property registration records, strengthening inheritance rights and reducing disputes over ancestral properties. Around 75 high-footfall Sub-Registrar Offices will be upgraded as Registration Seva Kendras (RSKs), with improved citizen facilities and digital queue management.

DILRMP 3.0 will further integrate the Revenue Court Case Management System (RCCMS) with land records to facilitate faster mutation settlements and reduce case pendency. In urban areas, the NAKSHA pilot will be accelerated to create accurate GIS-based urban land records and facilitate Urban Property Cards (UrPro Cards).

Earlier phases have already achieved substantial digitisation, including 99.90% of Records of Rights, 97% of cadastral maps and 99% of Sub-Registrar Offices. DILRMP 3.0 will be implemented across all States and Union Territories with 100% Central funding, using a phased and performance-linked mechanism through the Public Financial Management System (PFMS).
