Integrated Transport & Logistics Authority (ITLA)

Why in News?

The Union Cabinet has approved the establishment of a Special Purpose Vehicle (SPV), the Integrated Transport & Logistics Authority (ITLA), to strengthen research, planning, project appraisal, monitoring and impact assessment in the transportation and logistics sector. The initiative seeks to address long-standing challenges caused by fragmented planning and implementation among different transport-related Ministries and agencies.

About ITLA

ITLA will function as the apex body for integrated transport and logistics planning, research, project appraisal, monitoring, policy support and data analytics. It aims to improve coordination and promote greater multi-modal integration across India’s transport infrastructure.

ITLA will prepare a National Transport Master Plan with a planning horizon of 10 years or more, covering roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.

It will also evaluate the short-term sectoral plans of around five years and annual plans of transport Ministries to ensure their consistency with the National Transport Master Plan and encourage multi-modal infrastructure development.

ITLA will undertake technical appraisal of Government of India infrastructure projects costing ₹500 crore or more. However, financial appraisal will continue through the existing financial appraisal mechanisms.
