Investment Facilitation for Development (IFD)

The 14th Ministerial Conference (MC14) of the World Trade Organization has commenced in Yaoundé (Cameroon), bringing together trade ministers from across the globe to deliberate on key reforms and emerging trade challenges.  

India is being represented by Commerce and Industry Minister Piyush Goyal. 

  Key Agenda Items

The conference is focusing on several critical issues:

  • WTO reform
  • E-Commerce Work Programme and Moratorium
  • Fisheries subsidies
  • Agriculture and development concerns
  • Investment Facilitation for Development (IFD)

 India Pushes Back Against IFD Agreement

A major highlight of MC14 is the debate over the Investment Facilitation for Development (IFD) agreement, a China-backed initiative aimed at improving the global investment climate and boosting Foreign Direct Investment (FDI) flows, particularly for developing and least-developed countries.

  • The IFD proposal seeks to be integrated into the Marrakesh Agreement, the foundational treaty that established the WTO in 1995.
  • Support for the agreement has grown significantly—from 70 countries in 2017 to 128 out of 166 WTO members.

However, India and South Africa remain among the key opponents

 India’s Concerns

India has raised strong objections to incorporating the IFD through a plurilateral route, arguing that:

  • It undermines the WTO’s core principle of multilateralism and consensus-based decision-making.
  • Plurilateral agreements apply only to participating members, potentially sidelining developing countries and LDCs.
  • Such deals may allow powerful nations to shape rules in areas impacting weaker economies without their consent.

India emphasized that all WTO decisions must be taken collectively, where no member formally objects—a principle central to the organization’s functioning. 

Broader Context

The MC14 discussions are taking place amid growing global trade tensions. Notably, tariff measures imposed during the administration of Donald Trump have previously raised concerns about the effectiveness and relevance of the WTO system.
