MoHUA Approves Guidelines for PARIVARTAN Scheme

The Union Ministry of Housing and Urban Affairs (MoHUA) has approved the detailed guidelines for the PARIVARTAN SchemeProgramme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions.

The scheme aims to accelerate the replacement of old and highly polluting trucks and buses operating in the National Capital Region (NCR) with cleaner Bharat Stage-VI (BS-VI) compliant or electric vehicles.

The scheme has a total financial outlay of ₹9,585 crore, including ₹5,041 crore as budgetary support from the Central Government. It was approved by the Union Cabinet on 3 June 2026.

The detailed operational guidelines have now been approved by the Union Minister for Housing and Urban Affairs.

The Ministry of Road Transport and Highways (MoRTH) will be the implementing ministry, with funding routed through the National Capital Region Planning Board (NCRPB).

Key Incentives under PARIVARTAN

The scheme provides a comprehensive package of incentives to encourage vehicle owners to replace old polluting vehicles, including:

  • Motor Vehicle Tax concessions.
  • Waiver of registration fees.
  • 5% interest subvention on vehicle loans.
  • A minimum 8% discount from Original Equipment Manufacturers (OEMs) on eligible new vehicles.
  • Monthly fuel vouchers for eligible replacement vehicles running on diesel and CNG.
  • One-time financial assistance for replacement with electric vehicles.
  • Support for Certificate of Deposit (CoD) trading.
