Nirbhay Chetna Initiative

The Union Ministry of Panchayati Raj organised a three-day Training of Trainers (ToT) programme on Nirbhay Chetna from 17–19 June 2026 in New Delhi under the Nirbhaya Fund project.

  • The programme aims to build a nationwide cadre of trainers for promoting gender sensitisation among elected male representatives in Panchayati Raj Institutions (PRIs).

About Nirbhay Chetna

  • Nirbhay Chetna is a landmark national initiative to sensitise men towards women-related issues, including gender equality, women’s safety, and security.
  • It seeks to strengthen gender-responsive governance at the grassroots level through Panchayati Raj Institutions.
  • It is recognised as the largest gender-sensitisation drive of its kind in the world.

Nirbhay Raho Initiative

  • Launched: 11 March 2026
  • Objective: To promote women’s safety, gender equality, and inclusive governance in rural areas through Panchayati Raj Institutions.
  • It comprises three complementary components:
ComponentFocus Area
Nirbhay NetriCapacity building and legal awareness for elected women representatives.
Nirbhay ChetnaGender sensitisation of elected male representatives on women’s rights, equality, safety, and security.
Nirbhay DrishtiInstallation of CCTV cameras at strategic rural locations to strengthen technology-enabled safety infrastructure in Panchayats.

Key Features of Nirbhay Chetna

  • Development of a cadre of 28,500 Master Trainers at the state level, district level and block level.
  • The trainers will sensitise over 17.5 lakh elected male representatives across the country.
  • Implemented under the Nirbhaya Fund.
