Odisha becomes first state to launch Marine Spatial Plan

The Odisha government has signed a Memorandum of Understanding with the National Centre for Coastal Research (NCCR), under the Ministry of Earth Sciences, to launch a Marine Spatial Plan (MSP) aimed at integrated coastal and marine management. 

First State to Adopt MSP in Second Phase

With this initiative, Odisha becomes the first state in India to implement MSP in its second phase. Earlier, under the first phase launched in 2019, the programme was implemented in the Union Territories of Puducherry and Lakshadweep as part of India’s collaboration with Norway. 

What is Marine Spatial Planning (MSP)?

Marine Spatial Planning is a strategic tool for sustainable and integrated ocean management, aimed at promoting the blue economy while ensuring environmental protection and climate resilience.

It enables:

  • Sustainable utilisation of marine resources
  • Planned development of ports, harbours, and industries
  • Support for fisheries, aquaculture, and tourism
  • Conservation of marine ecosystems

Scientific Planning for Coastal Zones

Under MSP, experts conduct detailed assessments of coastal and marine areas to designate zones for specific human activities. This ensures a balance between ecological, economic, and social objectives, reducing conflicts and enhancing long-term sustainability. 

Part of Indo-Norway Ocean InitiativeThe initiative is part of the Indo-Norway Integrated Ocean Initiative, based on an MoU signed in 2019, which focuses on advancing sustainable ocean governance and strengthening climate resilience through scientific cooperation.
