Uttarakhand becomes country’s sixth fully literate State

Uttarakhand has become the sixth fully literate State in India after achieving the prescribed benchmark of 95% literacy among individuals aged 15 years and above.

  • The milestone was achieved under the National Education Policy (NEP) 2020 and the ULLAS – Understanding of Lifelong Learning for All in Society (New India Literacy Programme).
  • The declaration was approved by the Governor of Uttarakhand on 8 July 2026, following verification that the State had met the literacy standards prescribed by the Department of School Education and Literacy, Ministry of Education.
  • With this achievement, Uttarakhand joins Mizoram, Goa, Tripura, Himachal Pradesh, and Sikkim as the six fully literate States in the country.
  • The recognition marks a significant milestone in Uttarakhand’s efforts towards universal literacy, inclusive education, and human resource development.

About ULLAS (New India Literacy Programme – NILP)

  • ULLAS (Understanding of Lifelong Learning for All in Society), also known as the Nav Bharat Saaksharta Karyakram (New India Literacy Programme – NILP), is a Centrally Sponsored Scheme aligned with the National Education Policy (NEP) 2020.
  • The programme seeks to provide foundational literacy and numeracy to adults aged 15 years and above who missed formal schooling.
  • It focuses on developing functional literacy, including reading, writing, and numeracy skills, while also promoting critical life skills, digital literacy, financial literacy, and lifelong learning.
  • The programme aims to empower adult learners, enhance their participation in society, improve employability, and contribute to inclusive and sustainable national development.
