AI Kill Switch

Why in News?

California Governor Gavin Newsom issued an executive order on 18 September 2026 directing state officials and experts to explore measures for advancing an emergency “kill switch” for frontier AI models. The proposal is part of broader efforts to strengthen independent oversight, safety assessments and accountability for advanced AI systems.

About AI Kill Switch

An AI kill switch refers to an emergency mechanism designed to shut down or disable an advanced AI system when it behaves unexpectedly, creates serious safety risks or loses control.

Unlike conventional kill switches used in factories to immediately stop physical machinery during an accident, an AI kill switch would operate in a digital environment and would need to be incorporated into the design and deployment of AI systems.

California’s proposed approach includes requiring frontier AI companies to develop such emergency shutoff mechanisms and having their effectiveness independently verified on an ongoing basis. The broader framework also proposes independent audits, safety assessments and verification of companies’ AI safety plans.

The concept highlights the importance of AI safety-by-design, where emergency controls, monitoring and shutdown protocols are established before highly capable AI systems are deployed.
